Educational Requirements

Job Offer Requirment
- The job location must be within the designated community.
- The employer must be actively and continuously operating their business in the
community.
- The job must be full-time, stable, and paid (full-time means at least 30 paid hours per
week, and it cannot be seasonal).
- The position must be permanent (not temporary or fixed-term).
- The wage must be at or above the minimum set for the occupation/industry.
- The applicant must demonstrate the ability to perform the job.
Language Requirment
-TEER 0 or 1 CLB/NCLC 6
-TEER 2 or 3 CLB/NCLC 5
-TEER 4 or 5 CLB/NCLC 4
INTRODUCTION
Program Introduction
In Fall 2025, the Government of Canada launched the Rural Community Immigration Pilot (RCIP). This program is designed to attract more skilled foreign workers to rural communities to help address labour shortages, aging population challenges, and to promote local economic development.
RCIP is an employer-driven program. Applicants cannot apply directly to the community or IRCC; they must first obtain a qualified Job Offer from an RCIP-designated employer. The employer then submits the application during the intake period.
Each participating community opens its intake monthly, reviewing applications on a first-come, first-served basis. Every intake period provides 20 nomination spots. Incomplete applications will be returned, and applicants will lose their position in line.
Both the employer and the job position must fall within the designated priority industries (5 categories) and priority occupations (25 NOC codes). If either condition is not met, the applicant will be deemed ineligible.
Application Conditions
- Meet the eligible work experience requirements under the NOC.
- Obtain a valid Job Offer from a designated employer in Moose Jaw.
- Meet the language and education requirements.
- Demonstrate sufficient settlement funds to support yourself and your family in the community.
- Hold valid legal status.
Work Experience
- At least 1 year of work experience (minimum 1,560 hours) within the past 3 years.
- Work experience can be a combination of part-time or full-time hours, provided that:
It can be in one or more occupations and/or with different employers.
It must span at least 12 months in total.
It can be obtained inside or outside Canada.
- Unpaid work hours (such as volunteer work or unpaid internships) are not counted.
- Self-employed work is not counted (except for doctors with a valid license to practice in the jurisdiction).
